It's not 'Dr. Who', iut's Doctor Who. Dr. who would be referring to the non-canonical 1963 and 1964 flims Dr. who and the daleks and Dr. who: Dalek Invasion 2157 AD Earth.

I was specifically talking about it because the next (in britain) special airs on the 15th. The Waters of Mars. Don't touch the water-not one drop.

Daleks would be banned because of their temporal time shift ability.
