Everyone? FO4 is probably the Bethesda game getting most criticism from a lot of sources right now, and a lot of people would agree with your assessment. It's definitely flawed. Lot of people like the recently-added Survival Mode though, some of the complaints have died down since then. At least, that's what I've seen online. I find it enjoyable enough, as long as I ignore the story. That's not to say I wouldn't criticise it, or that I would praise it - it'd probably be a
case of this if I did. Gonna take a lot of mods to make it as widely appealing to people as NV and Skyrim were. And even then, Bethesda looks to be fiddling with the modding process - mods are going to be hosted on bethesda's own site and not the steam workshop when it comes to the 'official places' (nexus is going to stay, probably) and given a certain event that happened among Skyrim moddng last year... things don't particularly look bright.
