You can get 10 from the game, and 1 for replying to Pedalman's message when you get the Racer Beta Badge.
(Although, there is a trick to getting multiple Goodies from Easy Reply Networker Messages it just won't work for this yet)
(There is also a method to get them from him by completely cheating)
Although... now that I think about it you could just have multiple windows opened to Pedalman's Message and easy repy in each of them.
