The actual season of Another had wonderful atmosphere and character development. The OVA discarded that in favor of fanservice that shouldn't have been canon. It's not terrible - it still has the tragic atmosphere of the series, and Misaki Mei's personality in the OVA actually does make sense, but the fanservice just ruined the mood. It worked in the beach episode of the actual series because it was subdued, it was never directly brought up, and the tension remained throughout the episode. In the OVA, it's more of just "Look! Fanservice! Maybe yuri!", which doesn't work in that setting. If they hadn't tried to make it a canon backstory for Misaki Mei it would have been fine. If they'd toned down the fanservice and shenanigans and played up the atmosphere of "Something terrible WILL happen by the end of the episode" it would have worked.
Basically, the OVA isn't bad by any means, but it's inferior to the anime. Storywise it's meant to be watched after the end of the anime, which is sort of like finishing an amazing cake with a slice of wheat bread. Wheat bread is fine, but it's not something you'd really want to eat after a chocolate cake.
