Yes, but it doesn't HAVE to take place on existing worlds. In fact, for those who weren't really active in LU, it'd probably make more sense if your character explored their own locations.
In fact, other than the Pod pilots (who have logical reasons to be there), it probably makes sense for MOST characters to be in "custom" locations.
