I've received reports of armed attacks on shipments. There's not enough vaccine to go around, and the underclasses are starting to get desperate.
(Fun fact: If you pay attention during the intro, you can see Maggie Chow in the background. I thought it was a neat bit of foreshadowing about her true alignment, as well as just where the conversation takes place.)
