I have no idea if there's a mod for that, but I have no idea what it would change about the game. You barely see the bullets anyways. Yes, there are melee weapons.

If what you are trying to do is make the game blood free, there's a mod for that. (I have it installed myself). Be warned that it does not work on VAC-enabled servers with cv_pure set to 1, which unfortunately is a category that includes the vast majority of servers.

Melee weapons are hard to use, and I mainly stick with guns. I do love the thrill you get out of backstabbing someone while playing Spy, though.

If you want to snipe, play Sniper.

You toggle in and out of the scope by right-clicking.

While scoped in, your movement speed is reduced by 1/3 (I think).

Scoping gives you more accuracy in exchange for a smaller field of vision and decreased movement speed.

Also, when scoped in, the rifle charges slowly. It takes about 3 seconds to build a full charge, and it does more damage based on charge level. Every time you deactivate the scope or fire a shot, the charge resets to zero.

Headshots can only be scored when scoped in.

If all else fails, send in a bug report to the Steam staff. Unfortunately, the worst thing about Steam is the customer service. Valve is swimming in money, would it really be too hard to hire some guys to help with this?
