Yet another review. *snores*

GYARADOS!!!!

Type: WATER/FLYING
Ability: Intimidate - Lowers the opponent's attack by one stage when it comes into battle. Will not take effect if the opposing Pokemon switches out to another Pokemon and the Pokemon with Intimidate stays.
Stats:

HP         95
Atck       125
Def        79
Sp. Atck 60
Sp. Def   100
Speed    81

Author's Opinion: This Pokemon got a real boost from the 3rd to 4th Generation. Physical Water STAB was added onto Gyarados's movepool, and Life Orb makes things more powerful. Stone Edge was a nice addition to its movepool. Gyarados can now devastate unprepared teams more than it used to. Stealth Rock damage was a downfall, but it still is a powerful pokemon even to this day.

Recommended Movesets:
Nature: Adamant/Jolly        
Item: Life Orb/Leftovers
EVs: 4 HP or Def/252 Atck/252 Speed
~ Dragon Dance
~ Waterfall/Aqua Tail
~ Stone Edge/Earthquake
~ Ice Fang/Stone Edge

Gyarados's most threatening set right here. Dragon Dance up, and sweep. Aqua Tail is mentioned because of its higher power but low accuracy. Stone Edge and Ice Fang are necessary moves here. Stone Edge keeps Zapdos and opposing Gyarados at bay, but you lose coverage at bulky Grass types. Ice Fang deals with this, but you lose coverage against bulky fliers as mentioned, so its one way or the other.


Nature: Adamant
Item: Leftovers
EVs: 156 HP/108 Atck/100 Def/144 Speed*Smogon for EVs
~ Taunt
~ Dragon Dance
~ Waterfall
~ Stone Edge/Ice Fang

This is a Lead Pokemon...

Taunt another Lead Pokemon to prevent it from using Stealth Rock. Taunt can also cancel out status-inducing moves, so it can really help a lot onto your team. Dragon Dance + Attack can be used later, when things have weakened a bit.

Countering Gyarados:

Porygon2 can Trace Intimidate and hit back with Thunderbolt.

If it doesn't have Bite or Stone Edge, Shedinja can completely humiliate it.

The Rotom Forms can absorb a Waterfall and hit back with STAB Thunderbolt.

Bulky Grass types like Celebi can wall Gyarados even with Ice Fang and can hit hard with its powerful Grass moves.
