70My Opinion: Although it's your best choice for an electric type in Diamond and Pearl, in competitive battling its lack of speed and fairly average defenses leave it fairly helpless in competitive battling.
Reccomended Setup:Nature: Adamant
Item: Choice Band
EVs: 40 HP/252 ATK/216 Speed
~Crunch
~Ice Fang
~Spark
~Thunder Wave
This set gives you nice type coverage, among other thing. Ice Fang is to cover Ground Types, Spark is a decent physical attack with STAB. Crunch is simply so useful you can't pass on it, good power, accuracy and typing. Thunder Wave is the wild card, there to slow down faster foes.
Countering LuxrayLuxray isn't the toughest Pokemon to counter. Any Ground type with bulky defense can stop Luxray in his tracks...Rhyperior comes to mind. An Electivire with Earthquake can absorb Thunder Wave and Spark, and potenially 1HKO it. Any decent Physical Wall can pretty much stop it, assuming it has correct typing. Swampert can, like Electivire, absorb attacks and 1HKO it.
