100My Opinion:Borderline fits this Pokemon perfectly. It isn't quite strong enough to be OU, but not weak enough for UU. As far as Flying-types you can get early in the game (starter birds, as I call them), Staraptor is the best final evolution by fairly wide margin.
Reccomended Setup:Nature: Adamant/ Jolly
Item: Choice Band
Ability: Intimidate
EVs: 4 HP/252 ATK/252 Speed*

~Return/Double Edge
~Close Combat
~U-Turn/Quick Attack/ Pursuit
AAAAGH! I had just finished, and my computer messed up. *eyetwitch*
*sigh*
Brave Bird and Close Combat are pretty much essential, even if you don't know squat about the meta-game. =P Return gives you decent power, but Double Edge, when taking in the effects of STAB, Choice band and Base Power of 120. All of the final options are good, but all in all I reccomend U-turn.
Countering StaraptorElectivire, Zapdos, and Swampert can all 1/2HKO Staraptor, and take some hits from it. (My original version was much longer, but I don't want to rewrite it.)
