The reason Staraptor has high success is because of Close Combat, which gets past Steel-Type walls. Most other Normal/Flying types do not have this advantage.

Also, Skarmory is a counter, since he is not weak to Close Combat.

PORYGON-Z!!!

Type: NORMAL
Ability: Adaptability - STAB Moves are boosted x2 instead of x1.5
          Download: If the opponent has lower Defense, Attack rises by 50%. If the opponent has lower Sp. Defense, Sp. Attack rises by 50%.
Tier:  OU
Stats:

HP         85
Atck       80
Def        70
Sp. Atck 135
Sp. Def   75
Speed    90

Author's Opinion: It has one of the highest Sp. Attack stats in the OU tier, but it comes with an average 90 speed, and lower than average defenses. It has the gift for being capable of 2HKOing Blissey, the best Special Wall. Despite its average speed, it still is a force to watch out for.

Recommended Movesets:

Nature: Timid/Modest
Ability: Download/Adaptability
Item: Choice Scarf/Choice Specs
EVs: 4 HP/252 Sp. Attack/252 Speed
~ Tri-Attack
~ Dark Pulse/Hidden Power Fighting
~ Thunderbolt/Hidden Power Fighting
~ Ice Beam/Hyper Beam/Nasty Plot

Choice Scarf helps its average Speed outrun anything that doesn't have a Choice Scarf and is faster than it. Tri-Attack for STAB, Dark Pulse hits Ghost types that resist it, and Thunderbolt, Ice Beam, and Hidden Power Fighting are options for it.

You can also replace it with Choice Specs, giving it power for less Speed.

Hyper Beam is an option, but it is really risky, since it gies the opponent time to set up on you or hit hard on your poor defenses. However, it 2HKOs most variants of Blissey.

Nasty Plot can make Porygon capable of 2HKOing any Pokemon in the OU tier, including Blissey. Any moves can work out for you, and make sure you use Adaptability if you are going to use the Nasty Plot set.

If you are going with the Choice sets, it is obvious to ditch Nasty Plot.

Countering Porygon-Z:

Due to its high Sp. Attack that is capable of annihilating Blissey, one should take advantage of its low defenses and average Speed.

Spiritomb resists all its moves. Blissey is a counter, but only if it has a status move like Thunder Wave.  

Tyranitar and anything that is Steel/Rock typed like Aggron and Probopass can wall it as long as it doesn't have Hidden Power Fighting.

Also, if you have a Mach Punch or Vacuum Wave user, you're in good shape for killing Porygon-Z. Lucario and Breloom are examples, but watch out, since its attacks can hurt.

Gengar can outspeed it and Focus Blast it.
