Actually, Primeape cannot breed with Electivire for Cross Chop.
Only the Machamp line.
Get one from Victory Road, as it is guaranteed that the Machoke there have Cross Chop.

And Swampert can learn Earthquake by Level-up, I believe...
And if you have an egg move on a certain Pokemon, and you breed it with a Ditto, regardless of gender, it will still pass it down. So if you have an Elekid with Cross Chop, and you wish for another Elekid with Cross Chop, then you can breed it with Ditto and still pass the egg move down.

HGSS might not be all that far off...Nintendo said spring, and that would match my estimates, but while statistically it matches up, logically, it doesn't.
Look when America is getting its first look at the new movie. We're barely into November, and we already get the 12th movie sprung on us. Same with the release of Arceus itself. Pikachu Colored Pichu may follow into December. And considering it was announced officially to the American public before the release in Japan, Nintendo is moving at an astronomical pace...
