Actually, use Serebii.

Smogon assumes that stats have 31 IVs.

Serebii uses all possible ranges for HP.

Thus, SkullKeepa's Blissey has average HP.

TODAY'S POKEMON IS...

LANTURN!!!

Type: WATER/ELECTRIC
Ability: Volt Absorb - Recovers HP when hit by an Electric move, including Thunder Wave
          Illuminate: Increases wild Pokemon encounters, it does nothing in battling.
Tier:  UU
Stats:

HP         125
Atck       58
Def        58
Sp. Atck 76
Sp. Def   76
Speed    67

Author's Opinion: Lanturn is actually a decent Special Sponge. In fact, it is viable in both UU and OU, although it does better performance in UU, being one of the best counters to Starmie, since it resists eerything, including Grass Knot (Base 40 Power, FYI, 50 pounds). It also counters the ever-so-common Bulky Waters in OU and UU that do not have Water and Ground as their types.  

Also, when I mention specific sets in a section, its movew|movex|movey|movez/alternatemovea, where "|" represents a move, while "/" represents an alternate move in a moveslot.


Recommended Movesets:
Nature: Calm
Ability: Volt Absorb
Item: Leftovers
EVs: 40 HP/136 Sp. Attack/252 Sp. Defense/80 Speed *credit to Smogon for EVs, since I'm too lazy to find it by myself, and the fact that I do not know Lanturn well.
~ Surf
~ Thunderbolt/Discharge/Thunder Wave
~ Ice Beam/Confuse Ray
~ Thunder Wave/Toxic

This set can use the Dudebot clause Parafusion, or act as a Special Wall. For a special wall, go with Surf|Thunderbolt|Ice Beam|Thunder Wave/Toxic. For the Dudebot set, Go with Surf|Discharge/Thunderbolt|Confuse Ray|Thunder Wave/Ice Beam. If you decide to have Discharge, then ditch Thunder Wave and go with Ice Beam. If you like power at the cost of accuracy, it is possible to replace Discharge for Thunder.

For the Special Wall set, Thunder Wave or Toxic is up to you. Thunder Wave cripples sweepers while Toxic cripples walls.


Countering Lanturn:

Swampert does a good job at dealing with it, firing off Earthquakes to hit its poor Defenses. Quagsire is special since it resists its Water moves completely and shares the same story as Swampert. Same with Gastrodon. And maybe Whiscash, even if it is inferior.

Since Lanturn is inclined to be a Special threat, Blissey and Snorlax wall it. Other Special walls that aren;t weak to its moves do a good job at walling it.

If you are a Grass type with decent Special defense *stares at Tangrowth*, then it is a counter.

Electivire can absorb its moves and fire Earthquakes.

Dugtrio can revenge kill it with Earthquake.
