There were going to be many obstacles in the uprising of the Negative, so, obviously, -1 knew he had to make allies. Temporary allies if they refused to join the Cult of the Negative.
And the first thing that will go down is a species not meant to be here, after the Regression. They would mess everything up. It is time for the Borg to cease existing. This is not the time they are supposed to be in. Extinction, removal of all records of the Borg ever existing. And then the other species...
