The facebook privacy model has been like this for a long time. Every time they institute a change to the core, they change everybody's exposure to full throttle, and you have to go in and reset it. Annoying at best, devious at worst. Once something is set, it should stay set.
I have not switched to timeline.. and hope I never have to...
