That would mean you would likely be in Asia, in either the Chinese Empire or Korea. Both have mandatory implants, in Korea so that the dictator can literally force propaganda into your brains. Action will be taken against non-cyborgs. In the Western United States of America, the European Union (which now includes Australia and NZ) and a few other places, cyborgs are mostly accepted and aren't hostile. Or perhaps you're in South America.

There's no war between Humanity and Cyborgs... not yet. A war between nations that do not accept cyborgs and nations that do is more likely. (i.e. a war between the Eastern United States and the Western United States)

Nations that accept Cyborgs:
Chinese Empire [MANDATORY to be one] (The Chinese empire takes up most of Asia now)
Korea [MANDATORY to be one]
All nations below accept Cyborgs and they generally aren't hostile if they are Cyborgs:
EU (now including Australia and NZ)
Japan (they are masters of cybernetics)
Western United States
Russia
Canada

Nations that forbid Cybernetics, possibly punishable by death if you are one:
Eastern United States
Most nations in Africa
All middle Eastern nations
Most South American Nations (although those high up in crime can get implants, as South America is in chaos and ruled by crimelords. Only those deemed worthy can get them, which is very few.)
