Gifs are used for animated pictures and low-quality non animated pictures.
PNGs are used for good quality non-animating pictures.
A frame is one picture in the sequence of pictures in a gif. Think of it like how movies are just a lot of pictures put together and look smooth when shown together.

Do you agree with me that some of the LEGO mods aren't really that good? First they let spam comments get through on the LMBs, then they seem to forget to give out the LRC Beta Badge, and now they're letting spam comments through on LEGO Universe!
