The Pokemon that I was thinking of was Dragonite, due to his Inner Focus ability that grants immunity to flinches.

Lucario and Gallade are crippled by Paralysis though, and very few Alakazam run Inner Focus since it is very fast.

Jolteon, Electivire, Lanturn, and any Ground-type Pokemon are immune to Thunder Wave, due to their abilities/type. Lanturn is susceptible to Paraflinch since he isn't that fast, but the other two I mentioned are faster than Togekiss, which can nullify Flinch. I know you are going to have Electivire, so...

Ground types are usually slower, making them susceptible to 60% Flinch.
