I appear to have bought 8 pairs of train wheels and only two magnetic connectors for the train cars. So no more cars from me untill I get more.

I could(In fact, I'm getting Wind Waker soon, even if I still need to find a reliable GC Memory Card...); but my 3DS would still be lacking good games that are native to it. =/ I was expecting to have two games about now; LoZ OOT3D; and Megaman Legends 3(Prototype at the very least).
I have OoT; but Legends 3 just got cancelled, and all the good games are far away. Combine that with the fact that everything I want'll come out at the exact same time with my luck...

I honestly have no clue. Capcom hasn't given any official word on it, just that there was 'various criteria'.
The main thing that is known is that Capcom cancelled Megaman Legends 3, even the Prototype Version, without releasing said prototype(As they said they would). Since then... Well... Capcom got major backlash. I personally think they underestimate just how many fans they had of Legends 3. One of the reasons that are floating around, is that there wasn't enough fan response. But that doesn't really make sense, considering they hadn't released much info in the last two or three weeks. I mean, you can't exactly respond to things, if there's nothing to respond to. =P

Yeah. We've been waiting for this game for about 11 years now. We had a glimmer of hope when Legends 3 was announced last year, but Capcom's destroyed that... Trigger's gonna be stuck on that moon forever, if Capcom keeps this up. =/
