And EMP cannot eradicate the population. I'm just saying that a wide scale nuclear exchange would be needed to make a Martian colony more powerful than the entire Earth, and in that case you'd be better off staying on Mars.

How many people do you genuinely expect to survive WW3? I know EMPs don't affect people but lets look at it this way: a country looses power indefinitely, anything with wires is toast. No water, almost no food, no transportation, no communication, no medical anything of any kind - how quickly do people start dying off?

And yeah, I'm considering an RPG based on this concept... it may take a while, may never happen, we'll see.

The dangers of EMPs are somewhat overstated, as one can assume that governments preparing for a nuclear exchange of that magnitude would shield some crucial systems, or at least be prepared in some ways. While they would be highly effective against a population's ability to fight, I don't expect a loss of life higher than... 30%?

It would create a massive humanitarian crisis, yes, but here the ground military would come in handy, providing transport of food to the major cities. Most military systems are shielded against EMP or are to small to be affected.

In which case, any wartime attack would be foolish NOT to target military hubs.

Nuclear weapons aren't exactly very cost effective at targeting military installations, and actual conventional attacks would be insufficient, especially since most nations have anti missile shields and a large force of air to air fighters to defend themselves.
