High frame rates are an alternative to motion blur, I don't think they're often used concurrently.

As far as I know, the only way to artificially add motion blur is to render several frames and then merge them (which takes FOREVER - I have personal experience with that), so video games just go for higher frame rates to cut down rendering time.
