SOOOO many things. But first, I would eliminate frivolous programs. How would I choose them, you ask?? Simple. I would add a section onto the Tax forms where every taxpayer had the opportunity t o designate what percentage of their tax contribution would go to which programs.
If no one listed a program, it would be on the kill list. There would be available online a list of ALL federally funded programs, including their purpose, and current annual budget, as well as how much of that budget went to administration costs.
