I have a Timid Starmie with 31 IVs in Speed and Special Attack.
It has 172 HP/120 Sp. Attack/216 Speed
It has the moveset:
~ Surf
~ Thunderbolt
~ Rapid Spin
~ Recover
In other words, a Rapid Spinner.
Is this a good moveset for competitive play, or should I aim for different EVs, moves, etc. for the best Starmie?
If it isn't, is Surf/Ice Beam/Thunderbolt/Psychic a good moveset too with 4 HP/252 Sp. A/252 Speed?
And can I evolve my Staryu now with this moveset?
