My current team is:

Gyarados ~lvl 28
Grotle (name: Wiggy!) ~lvl 28
Kadabra (name: Kazza) ~lvl 34
Pachirisu ~ lvl 20 (soon to change, I have an EXP share on him and am going to level him up real quick in prep for the 5th Gym boss)
Togetic ~lvl 22 (soon to be removed)
Rotom ~lvl 22

2x Luxio ~lvl 17 (1 male and 1 female, again, I plan to level them up until they evolve, and then pick one to replace Togetic and possibly Gyarados or Wiggy!)

As I mentioned, I'm about to fight the 5th Gym Leader, so I'm stocking up on Electric-type Pokemon. 

Ditch Pachirisu. Even though I have a Lvl 48 Pachirisu in my Diamond, I'm using it for Pickup purposes. Rotom will suffice for an electric type. If you have the Secret Key, then you could go to the Eterna Galactic Building and select a machine Rotom will merge for better stats.

See if you can find an opportunity to trade Kadabra and let it evolve, and you wouldn't regret having a non-legendary Pokemon with the highest Special Attack (there is another pokemon with the same base Special Attack stat). Just beware of physical sweepers.

Gyarados is an okay option, and in competitive battling, he somethings can score 6-0, meaning that sometimes he can defeat all 6 of your opponent's Pokemon. Just beware of Electric attacks, since he has a 4x weakness to them.

Actually, keep Togetic. If you find a Shiny Stone, you can evolve Togetic into a more powerful OU Pokemon...

Speaking of which, you have two flying types on your team. Since I really don't like teams that repeat types, you can trade Gyarados for another water type, like Floatzel and Vaporeon, or if you can get one, Milotic. Feebas, the pre-evolution of Milotic, are really hard to obtain, so good luck, but Milotic is a really powerful Pokemon.

Or you could trade Togetic for another Pokemon that doesn't repeat types, but I can't think up of any now.

Actually, I was planning on switching out Gyarados anyway because I realized (again) that he's Water/Flying type, not Dragon type.  Anyway, I mainly use him for wild Pokemon catching, since his Dragon Rage move always does exactly 40 damage.  It's quite useful for getting them way down without killing them.  Smiley

I can't trade; I don't have wifi.  Sad  For the same reason, I can't get the Secret Key...

 Shocked Shocked You mean I can actually get a Shiny Stone already??  Where?!?  I really want to get Togekiss so I can level it up until it learns Aura Sphere...

You'll have to wait for Iron Island buddy, as period said. Or you could level up your Pachirisu to Level 41 and use Pickup. Speaking of which, what ability does Pachirisu have? If it has Pickup, then just battle with Pokemon until it is holding something. Also, you need a Heart Scale to teach it Aura Sphere...  And another one for Air Slash...  Avoid Physical moves. Go with Special moves, since Togekiss's base Sp. Attack is 120, which is very high.

In game and Pre-E4, a good moveset for Togekiss would be:
~ Air Slash
~ Aura Sphere
~ Magical Leaf
~ Ancient Power

You need another Heart Scale to teach it Magical Leaf, as well as raising it to Level 33 for Ancient Power. If it has Serene Grace, then Air Slash and Ancient Power would be really great moves. Hustle on Togekiss is a really bad ability, especially since it is meant to be a Special Sweeper, not a Physical one. 

For a Dragon type, go with Altaria or Garchomp. Garchomp is a Ground type, so it will overlap Torterra's typing. So Altaria is the only non-legendary Dragon type Pre-E4. You can always use Giratina, but he is too powerful, and it will probably suck the fun out of the game. 

Umm...?  I don't recognize any of those names.  I just went back to Verity Lakefront because I missed some stuff there.  Pachirisu has Pickup, but it mainly gives me Great Balls and Ultra Balls.  Where do I need to go for Pachirisu to pickup a Shiny Stone?

Meh, I already have 1 Heart Scale...I can have all three I need within 2-4 days by visiting the newspaper guy in Floaroma Town...

Speaking of which, I need to get to Valley Windworks today.  Any tips for catching Drifloon?
