I played a Fear Rattata on Shoddy Battle, and my lead Jirachi flinched it lol Easy enough to beat.

Kingdra
Water/Dragon
Base Stats:
HP:75
Atk:95
Def:95
SpAtk:95
SpDef:95
Speed: 85
Abilities:
-Swift Swim: Pokemon's Speed Stat is doubled in the rain, however, Speed is not doubled on the turn that rain is summoned into play.
-Sniper: Critical Hits do 3x damage instead of 2x

Recommended Setup:
Kingdra@ Life Orb/Damp Rock
Swift Swim Modest
252 SpAtk 164Speed 92HP
-Rain Dance
-Hydro Pump/Surf
-Dragon Pulse/Draco Meteor
-Signal Beam/HPElectric

The item of choice depends on who is on your team. Use Life Orb if you've got Rain Dancers on your team already that bring in the rain. With the Evs as they are you have a Above Average Special Atk, backed up by powerful STAB and Rain boosted attacks. In the rain Swift Swin doubles your speed, outspeeding almost all choice scarf users.
Rain Dance is required in the moveset in case Kingdra is a late game Sweeper and needs to set up rain. Hydro Pump versus Surf is Power versus PP and accuracy. Dragon pulse is the better option if you plan to leave Kingdra until the end of the battle, but Draco Meteor is better when you can still switch. The last move is wether you  want to be able to beat Celebi and dark and psychic types, or Gyarados and Vaporean scare you.

You can also go with a mixed moveset, in which case you'll need to switch the nature of the set to Mild or Lonely. The EV spread will need to be adjusted to give emphasis on atk and less on SpAtk. The moveset should be changed to:
-Dragon Dance/Rain Dance
-Waterfall
-Outrage/Draco Meteor
-Surf/Hyrdo Pump

You'll generally want to go with Rain Dance over Dragon Dance, as RD boosts two STAB water moves by itself, and double speed. Outrage vs Draco Meteor is dependant on how mixed you want to be. If you're concered about Blissey, then go with Outrage, and if you worry about Physical walls go with DMeteor. Two moves of the same type are okay here, as Water/Dragon covers alot anyways, and the two STAB water moves are of different attacking ways.
