based on my previous experiences with them, some of which i deleted, I do not  think that it is automated. for example, I sent an email with a suggestion for the next pellet module, because i felt that the electro-pellet inductor module was too slow, and here is their reply:

You can build a new model every day-a unique “one and only original” -just like you!
 
Although we're flattered that you chose to share a special idea with us, we aren't allowed to use LEGO consumers' suggestions for new sets or other related items.  This policy is in place because we have invested considerable resources in our own product-development department in Denmark. (Many boys and girls think the people who work in that department are lucky! Just imagine designing and building new sets all day long!)  Once designed and approved, molds must be created for new elements, and instructions and packaging must also be designed and made.
 
You should be quite proud that you are creative like the people who work for our Company - give yourself a pat on the back!  We, too, are proud of your efforts: you are a certified LEGO enthusiast.
