I believe the reason for that is that the networks program for advertisers/customers. Demographics. It depends on what the advertisers are trying to sell.
So if you take NCIS for instance, sells cars and such. DeNozzo, Gibbs, and Tim all appeal to different groups of women.. therefore they pull in more age groups. Guys, on the other hand, don't need a girl to be age appropriate, just pretty or attractive. So Ziva is gonna pull in a wide range of ages for guys. Lots of viewers to spend dollars. I have no idea about the casts of shows like survivor or modern family, or the shows most younger people watch but on the shows I watch, that seems to be the formula...
Given that I have not seen the BZP thread I could still be way off base.
