OOC: Ah, OK. Although, if I were running an evil Empire and pressing half the population into military service, I wouldn't care about separating the schools into elementary/middle/high school; the propaganda would be the same anyway, and I'd get the students into the same centralized system anyway, so why spread them out geographically? By keeping the kids all in one spot not only can I triple the amounts of students I'm brainwashing (since the scheme would add students of all ages to ALL schools), but it's also likely that all members of a given family would go to the same school, meaning that if their parents get unruly, I can hold the entire family hostage instead of just one or two kids.
TLDR; Hogwarts under Voldemort.
