I see some improvements. Note on legs.. hips should be wider than legs in most cases.

The flower in her hand is awesome!! The clothing, hair etc are great and the shoulders are much better.

The problem with the hips is that, with her cloak doing it's fancy swirling thing, I have a very hard time estimating where the hips should me.
(I also started the legs too far down and put them a bit too far apart)

Just have the legs straight down fon the sides of the dress more or less.. The legs themselves look better (shape wise not size)

The knees would be more obvious, but I was inking with a bad pen. I need to start testing my pens before I start inking.

 The type I like to use is Faber-Castell, but I'm going to caution you, only get the set of 4! To be honest, the bigger sets are really finite differences in the pen tips, and the 4 set comes with a brush that works decently. What I tend to do is buy a black sharpie to go along with the pen sizes, and it works pretty well. I'll put up the latest pen drawing I did, and that one of Hecarim (looks like a centaur) was also done in pen, though I used pencil first.

Not really sure why her right (our left) hip is jutting out so much. Maybe I made her waist too small?

Also not sure why it's zoomed in so much..the original image (http://redherochild.deviantart.com/art/Flower-Garden-2-3-Character-Sketch-Jennifer-Keinz-404268621) is a better size.

Thanks! I also spent the past few hours looking into better ways of doing thighs, waists, and hips, so I'll try that in my next sketch.
Then I want to work on having characters with bodies that are turned slightly off to the side...that's really hard to do.

Yay for pens! = P And yeah, that's a good idea. There's a guy on youtube... er... Proko something or another, he does a bunch of tutorials for drawing all the aspects of people, but it's less anime and more realistic type drawings. You've definitely been getting a lot better though.
