Ah, that sounds cool and easy to use. Is the normal mode more inaccurate, or is simply a matter of hitting your target easier?

Scoping gives you more accuracy in exchange for a smaller field of vision and decreased movement speed.
Also, when scoped in, the rifle charges slowly. It takes about 3 seconds to build a full charge, and it does more damage based on charge level. Every time you deactivate the scope or fire a shot, the charge resets to zero.
Headshots can only be scored when scoped in.
