Mostly number 2. My mom keeps saying she's gonna get a new comp, and when she does we'll get wi-fi... even so, it could take a while...

I have no shiny pokemon and I'm too lazy to look for some. Maybe if I ever try for a Feebas I'll fiind a shiny magikarp...

I'm probably better off waiting to get wi-fi to get a Feebas... The only shiny pokemon I've ever seen is(other than the Red Gyarados in Crystal) a Pidgey in my friends FireRed...

Speaking of Feebas.......

I CAUGHT ONE IN THE WILD!!! I got back into a Pokemon mood,and I'm building a competitive team from the ground up.

Here's what i have so far-
Elekid
Staravia
Milotic
Special Sweeper (Psychic type,not sure what PKMN yet)
Fire type

Here's my Plan for Milotic-

Milotic-Staller/Special Sweeper when necessary
EVs-252-Sp. Attack 252-Sp. Defence 4-Speed
Moveset-
Recover
Water Pulse
Refresh/Aqua Ring
Surf

Item-Life Ob

With . Refresh is to get rid of the effects of the nasty Toxic attack,however Aqua Ring coul dalso be helpful to aid the occasional Recover. Recover is to get my HP up when Milotic is weakened,after being whittled down. Surf is there Just for the sake of power. ANd Aqua Pulse,though a bit lacking in power,can bring the confusion effect into play,always good,especially with hefty attackers.

SO i need you guys to help me decide two things:
Should i go with Aqua Ring or Refresh?
Is there a better EV setup?

imho i would have 252 def and 252 sp def and 4 sp attack. a good moveset would be

toxic
aqua ring
attract (very helpful)
surf

if you like ur EV set up i wpuld get rid or recover and have refresh and aqua ring.

First of all, you never want to stick two attacking moves of the same type on one pokemon. It's unnecessary. Second of all, if you're looking for a stalling Milotic, I'd go with a rest-talk setup.

Item: Leftovers
Nature: Modest
~ Surf
~ Ice Beam / Toxic
~ Rest
~ Sleep Talk

Surf's there for reliable STAB, as always. Whenever you use Rest, Marvel Scale'll be activated, boosting defense. Then you Talk it up to keep attacking. Ice Beam's for those grass types, along with those like Salamence, while Toxic fits with the stalling strategy.

Aqua Ring's not worth the HP gained each turn, while Refresh and Recover are equally useless, due to Rest. I already said about Water Pulse.

Well DB,I'll go with everything u said,EXCEPT the evs-i already have 6 on my Milotic's speed.

EV corner-0/252 HP;0/232 Def;6/8 speed.

Use a Tamato berry on it. That'll fix it to 0 again, so long as you keep it under 10 EVs. Otherwise you'll need another one for each set of 10.

Currently making adjustments to my team. I (sadly) realised that Piplup/Emp only gets agility via egg move, and the same thing for Elekid/Etv. In other words, I'm rebreeding 1/3 of my competitive team to get their movesets correct. >_<

In other news, I'm hopin to get an Ub3r team "listed" just so I have it for future reference. In other words, I'm gonna be surfin Smogun for a bit. I definately want to put my Arceus on it, along with Palkia... Maybe Wobbuffet and Kyogre...

Ultra or the dive ball-like ball. If possible save your Masterball for the runners or something.

MY brother was thinking about traiing our Cute(Meganium)  to a higher level and use level ball.

Ok,basically i can't get what i need for a Sleep talk Milotic,so i'm gonna use my own strategy on it. I'm not gonna reveal it though,i may trade it over to HG/SS.

Also,i decided to use an Espeon for my competitive team. Any thoughts? Better Psychic type?
