Oh, you have good reason.  Luxray isn't that great in the long run compared to other choices.  I would honestly suggest using Electivire, Raichu, or Magnezone as your Electirc-type in the end.

Don't have access to an Electrizizer (sp?), and Empoleon will cover my Steel type. So I'll probably work towards Raichu.

Volt Tackle a good move to have?
