The 2008 toy line was not as well received as they had hoped. They are banking on sales from the 2009 toy line to finance the completion of LU.

A theory I have formed, after reading everything I could find on this. LU costs money to CREATE Even though LEGO turned a profit last year, it was drastically less than anticipated. Actually, MMOGs only requires money really to get and host the servers. They already have Flash, so that cost is gone. Ok, hiring a company like NetDevil raised the cost... But would it really be by that much?

They want LU to have full attention when it gets released? That is the worse excuse ever. It will never get FULL attention from everybody, you know, because not everyone on LEGO.com will want to play it.
