In the first wave, LEGO was still shifting from BIONICLE to HF.
In the second and third wave, LEGO had created an entirely new building system with the shells and bones. We also generally got an average of a few titan sets, 3 medium-sized villains and six heroes. Now, it's shifted so that the heroes and villains are of various sizes, which, for marketing reasons AFAIK, allows them to sell a wider mix to the target audiences.
